The old 24-hour membership rule ended with the Gambling Act 2005. Most venues let you walk in with ID; some still register you at reception on your first visit.

No. Membership and the 24-hour waiting rule were removed by the Gambling Act 2005, in force since September 2007. You need to be 18 or over and carry photo ID. Some venues still register first-time visitors at reception; others describe themselves as “open-door”.
Sometimes. Where the casino is inside the hotel building it usually still has its own street entrance, and an internal route is not always public. Each venue page says what the operators state and what we could not confirm.
